Kimbal Edward O'Neil Director,
Advanced Aviation Technology Ltd.
Kim is a Director of the AAT with particular
expertise in Safety Regulatory affairs, including rulemaking and legal matters.
He has extensive practical experience in safety, safety management,
standardisation, certification and institutional issues. He has significant
technical expertise in conventional and advanced CNS/ATM technologies. He has
participated in the privatisation of Air Traffic Services and has carried out
many ATM market studies. His main area of interest is in aviation safety and he
has published a significant number of technical
papers on this subject.
Kim is participating in many European projects
addressing CNS/ATM concepts such as Free Flight. Recent work includes Advanced
Avionics Architectures, ATM Legal Survey, GNSS Certification, ADS-B
certification, Datalink, ATM & Avionics Survey and Safety Case analysis. He
is carrying out a number of International studies on regulatory issues and is
actively working in the standardisation domain. He has also helped in the
design and development of aviation safety products such as aircraft evacuation
systems. His professional interests range from Airports, ATM and aircraft
certification and to specialised areas such as Search and Rescue. He has
significant expertise in International matters. He has project management
expertise across diverse applications.

Kim was responsible for Strategic Planning and
Analysis in the Safety Regulation of Air Traffic Services and for International
Harmonisation. His work covered the development of strategy, policy and
position papers on Safety, Safety Management, Regulation, Certification and
addressing issues such as the separation of regulatory and service provider
functions and Institutional Arrangements for Regulation. Work also included the
analysis of the impact of new technologies such as GNSS and mobile
telecommunications for aviation safety; EU legislation, the development of
International Standards and Certification. He was responsible for ATS research
and International projects. His Section was a Notified Body for the
certification of ATM equipment under the EMC Directive. Kim investigated the
Certification of CNS/ATM technologies, such as ADS-B, in EC funded
projects, and the role of Standards and Rule-Making in ATM.

Kim was responsible for developing Safety
Regulatory Requirements and Policy for ATM systems, services and procedures and
publishing avionics requirements. These include UK CAA requirements and
procedures for Communication, Navigation, Surveillance, Safety and Safety
Management. Key responsibilities included:

BRIEF CAREER RESUME
Kimbal O'Neil has considerable expertise in ATS
and aircraft safety. He has wide experience of Air Traffic Management systems.
He has worked on many practical projects involving CNS/ATM concepts, such as
ADS-B. He has significant expertise in Hazard Analysis and Safety Assessment.
He has a Degree in Mathematics and Physics and was a University Research Fellow
in Software Engineering and member of a University Research Committee. He is a
Lead Quality Assessor with Senior Management training.
Kim is a Mathematician and Software Engineer by
profession with a background in the formal development of Software Systems,
System Design, Modelling, Prototyping and Simulation, Software Tools and
Integrated Project Management Support Environments for Safety Critical Systems
and Security applications. Posts held include:

- Business Development Manager and Senior
Consultant in Information Security
- Research Fellow in Software Engineering at
Surrey University.
He has excellent communication skills. He has
chaired conference sessions and has published and presented internationally
many technical
papers on: Safety, Safety Management, Safety Cases, Satellite
Communications Standards, GNSS Certification, European Standards, Search and
Rescue, Evacuation, Systems Security, Formal System Development, Integrated
Project Support Environments, software tools, systems specification and
software verification.

PERSONAL INTERESTS
Kim is married with six children. Kim has served
as a School Governor and supports several charities. Kim has other commercial
interests including Internet related businesses. Kim is an active sportsman and
runner, racing distances from 10k to marathons. He plays village cricket,
racquet sports, football (not so often these days!) and enjoys hill walking. He
is a keen gardener. He enjoys reading and writing and maintains a lifelong
interest in personal study. |
